Introduction

The Council for Scientific and Industrial Research – Water Research Institute (CSIR-WRI) generates valuable environmental health data through research on water quality, aquatic health, and water-related public health risks. Despite the potential relevance of this information for national disease surveillance, it is not routinely integrated into Ghana’s surveillance systems. This study aimed to identify opportunities and barriers limiting CSIR-WRI’s contribution to public health surveillance.

Methods

A qualitative study design was employed, combining a structured desk review with key informant interviews. The review analyzed Ghana’s IDSR guidelines (3rd Edition, Booklet 1) to identify environmental surveillance requirements and examined CSIR-WRI annual reports (2023 & 2024) to map datasets aligning with these requirements. A data abstraction tool captured dataset type, public health relevance, frequency, format, accessibility, and sharing mechanisms. Six purposively selected key informants, including divisional heads and district health officers, were interviewed on barriers and opportunities for data integration. Thematic analysis with document–interview triangulation enhanced validity.

Results

The desk review identified environmental datasets from CSIR-WRI related to chemical and food hazards captured under the IDSR framework. Key barriers identified includes limited awareness of integrated surveillance requirements, weak collaborations with public health authorities, and absence of structured data-sharing mechanisms. Opportunities identified includes strong institutional laboratory capacity, technical expertise, and stakeholder interest in One Health–driven collaboration for data integration and joint capacity-building.

Conclusion

Strengthening communication channels, developing formal data-sharing protocols, and aligning CSIR-WRI outputs with One Health surveillance priorities are recommended to enhance its contribution to national early warning and response systems.
